Ib Larsen
Director General, Danish Energy Agency
Amaliegade 44, DK-1256 Copenhagen, Denmark

An active energy policy
The first part of the speech will present the background for a rather ambitious energy policy in Denmark developing from a reaction to the oil crisis in the 1970 and 80?s focusing on energy security to a policy which more and more relates to efficiency and environmental objectives. Measures and objectives as well as international and domestic perspectives from the latest energy action plan, Energy 21, will be presented.

Consumer´s role and influence
The second part will elaborate on consumer?s role and influence in the efforts to improve energy efficiency especially in relation to lighting. An important principle in the overall strategy in energy policy and environmental policy is to develop engagement and commitment among consumers. Important elements are information, organising groups of buyers and energy efficient purchasing in the public sector.

A wide range of measures
Danish experiences and measures in addition to the concept of the ?product circle? will be presented and recommended to the conference. Among these are Building Codes, Energy labelling, Information and Industrial ?standard solutions? and subsidies granted to industry to promote energy savings related to lighting. The effort is directed at all aspects of the product?s life circle in a flexible and broad strategy. l
