Right Light II
The Second European Conference on Energy-Efficient Lighting, Right Light II, was held September 26-29 in Arnhem, the Netherlands. Although European by name, the conference was a truly international event with some 230 individuals representing 33 countries-and, in fact, all continents!
The conference was arranged by Novem, the Dutch Agency for Energy and the Environment, together with the Association of the Energy Distribution Companies in the Netherlands (EnergieNed) and the Netherlands Institution of Illuminating Engineering (NSVV). The Commission of the European Communities co-sponsored the conference, which lasted two-and-half days.
Themes were: Policy and Stimulation, Daylight, Maintenance and Economy, Standardization, Industry and Energy-Efficient Lighting, and Design. At a lighting software workshop, half a dozen computer programs were featured.
Some selected highlights:

Lighting component and system efficiency standards are being considered in the Netherlands and UK.

European-wide lighting level recommendations are now under development by CEN (The European Committee for Standardization).

The European Lighting Companies Federation (ELC) and the European Committee of Luminaire Manufacturers Association (CELMA) are developing a voluntary labeling program for lamps and ballasts.

In the Netherlands, government and the utilities have set a national goal of 3 CFLs per household.
- In a first attempt to address the problem of lost revenues, utilities in the UK are establishing an "Energy Saving Fund" to pay for their DSM programs. It is hoped that the fund will grow to as much as £400 million by 1997. Part of the current fund is being used to pay incentives to retailers (as opposed to consumers) of efficient lighting. The current residential lighting program has a goal of 1 million CFLs within 6 weeks-this is large even by US standards.
The third European Conference on Energy-Efficient Lighting is planned to be held in 1995.
