Svetotekhnika now in English ·Light & Engineering is a translation of the Russian journal Svetotekhnika, an authoritative journal dating back to 1932, devoted to light and lighting research.

The quarterly English edition publishes selected articles from the Russian version. The journal also publishes articles from leading research centers around the world. The journal's editor-in-chief is professor Julian B. Aizenberg. The aim of the journal is to cover the most recent developments and trends in lighting research, technology and applications worldwide and to promote scientific exchange between Russia, the former Soviet republics, and other countries.

European Energy Study · "Cutting Carbon Emissions: Burden or Benefit" is the first part of a major report on global warming issues,Energy Policy in the Greenhouse: Least-Cost Insurance Against Greenhouse Risks, published by The International Project for Sustainable Energy Paths. The entire 1 500 page report, to be published in nine separate parts, will be available over the next few months.

The recently published report compares twelve key studies from the US, Canada, and Europe. It covers the full range of economic issues related to carbon reductions, including implications for developing countries. By explaining the principal modeling assumptions of these studies, it makes their advantages and flaws comprehensible to the lay reader.

A forthcoming part of the study relies on detailed analysis of potential lighting savings in the European context. The study estimates that in Germany, France, Italy, The Netherlands, and the UK, approximately twenty-five 1 000-MW baseload power plants can potentially be displaced by 2020 by lighting savings alone.
