Dutch fixture-action



With the world's highest penetration rate for integral CFLs, the Netherlands is moving on to promote residential dedicated CFL fixtures.

NOVEM, the Netherlands Agency for Energy and the Environment, is working together with lamp and luminaire manufacturers in a market transformation program, based on a voluntary labeling scheme in combination with promotional activities and incentives.

Different types of luminaires can be compared with a rating system based on the following criteria:

  • Lamp type

  • Stand-by power consumption (for automatic controls)

  • Fixture efficiency

  • Ballast/transformer losses

  • Type of integral controls

Although the rating scheme is still being developed, the following minimum requirements have been agreed upon:

  • Lamps must have an efficacy of more than or equal to 40 lumens per watt.

  • Fixture efficiency must be more than or equal to 35%

  • When using automatic controls, the stand-by mode must be less than or equal to 1W


The European Luminaire Manufacturers' Association, CELMA, is considering the adoption of this scheme.
