IEA program for efficient traffic signals



Within the framework of the International Energy AgencyÕs Demand Side Management Program (IEA DSM), a group of international buyers is exploring possibilities for cooperatively procuring LED traffic signals in order to accelerate the market introduction of this promising technology. BorlŠnge Energi, a small municipal utility in central Sweden, has taken the lead in this cooperative procurement action, supported by the Swedish National Energy Administration (STEM). Other partners are Novem, the Netherlands Agency for Energy and the Environment, and Motiva in Finland.

The project will closely follow on the heels of the city of StockholmÕs actions to replace all their traffic lights with LED lamps by 2001. To speed up the procurement process, the technical and functional specifications that have been developed and verified by the City of Stockholm will be used to the greatest degree possible in order to save time and resources.

An important part of the project is research work on the visibility of traffic signals that is presently being conducted at the Lighting Research Center in Troy, New York. This project is partly supported by STEM, but the LionÕs share of the research costs are being absorbed by US market actors (Pacific Gas & Electric, and HP). The research results will be presented at an international workshop in Stockholm on September 27-28, 1999. The workshop also serves as a kick-off meeting for the IEA market transformation work. It will be open for all interested persons on day one, when, among other items, research results are to be presented. Day two, however, will be used for an internal discussion among potential buyers and specifiers. At that time, draft specifications, procurement methodology and strategies for developing international purchasing power will be discussed.
