Efficient Lighting in Public Buildings - The 100-Million-DM-Contract Between Schleswig-Holstein and VEBA
Klaus RaveMinistry of Social Affairs, Health and Energy, Kiel, Germany Abstract VEBA AG - one of the largest German companies heavily engaged in the energy sector - has granted the Government of Schleswig-Holstein a "100-Million-DM-Loan" (50 Million ECU) in order to replace traditional bulbs with CFLs in all public buildings. The pay-back is organized via the electricity bill of the respective buildings. Seventy thousand such bulbs have till now been replaced amounting to savings to roughly 4 MW. The organisational framework for this programme is quite unique as it involves various administrative levels and numerous utilities. The paper will spotlight the effects and obstacles that were - and still are - encountered by the various participants, and will draw conclusions as to what framework need to be established in order to make the best use of such credit-financed programmes.
