History and Update of Residential Lighting Projects in Mexico

Abstract

Comisión Federal de Electricidad, Mexico's national utility, implemented a series of residential-lighting pilot projects that helped set the ground for its first large-scale project. These pilot projects followed a pattern that helped establish the technical and economic feasibility of larger projects. First, customer acceptance was assured, second, impacts on the power grid were assessed; third, different marketing strategies were proven; and fourth, administrative control was innovated to allow for control and management of the projects. An initiative from the World Bank - under the Global Environmental Facility - provided a large percentage of the funds that made it possible for CFE to step into a large-scale project (known as ILUMEX). This paper briefly describes the process that led to ILUMEX and updates on its development.
