Efficient Lighting in Brazil

Abstract

Lighting represents an important share of electricity consumption in Brazil, presenting meaningful possibilities of energy conservation. This paper analyses the lighting situation according to energy efficiency. The barriers, perspectives and critical aspects of the electricity conservation policy in Brazil are discussed, as well as the projects and results achieved by the National program of Electricity Conservation - PROCEL. Legal and institutional aspects of this segment are analyzed, along with the strategies used by PROCEL to stimulate the energy efficiency. The difficulties in making use of efficient products and distortion observed in the market are also considered.

The long and medium term perspectives are evaluated based on the available alternatives that can be found in the internal and external market, determined by costs and technological characteristics.

The study has not found major technological barriers. The main obstacles to a greater market penetration of efficient products are: the lack of information, the high price of acquisition of such equipments associated to lack of economical incentives, and the incipient normalization procedures.
