Evaluation of STIMEV, the All-Dutch Utility-sponsored Lighting Rebate Programs

Abstract

The care for the environment is one of the key issues in the Dutch government policy today. The reduction of CO2 and NOx emissions are pointed out as primary goals in the National Environmental Plan. The energy use by industry and the commercial sector can be reduced considerably if energy-efficient lighting is installed. The application of energy-efficient lighting for non-residential buildings is promoted in the Environmental Action Plan of the Dutch utilities by means of an incentive program called STIMEV. The results of practical experiences by the different market parties were evaluated in a survey. The survey showed that customers find standardizing on modern techniques and improving employee comfort more important than payback time. It showed that if market parties work together incentive programs are more successful. Finally, the STIMEV has made electronic ballasts and luminaires with specular reflectors the standard for Dutch offices today.
