Potential Measures to Promote Energy Efficient Lighting in the Commercial Sector in Europe

Abstract

This paper summarises the findings of the study performed by the Building Research Establishment (BRE) on measures to promote energy efficient lighting in the commercial sector in Europe. BRE carried out this work for the Directorate General for Energy, DG XVII, of the Commission of the European Communities under the PACE and SAVE programmes.

The study considered a range of possible measures which could be taken to encourage increased energy efficiency, including standards for lighting components and systems, energy labelling, promotional programmes, good practice codes and guides.

Lighting in both offices and retail shops is predominantly by fluorescent lamps. Possible scenarios on implementation of component performance standards are considered, including the installation of 26 mm diameter lamps rather than 38 mm diameter lamps, triphosphor rather than halophosphate lamps and more energy efficient ballasts. Their cost effectiveness and likely effect on future energy consumption for lighting up to 2010 is examined.
