They range from voluntary to mandatory programs including lamp standards, lamp test procedures, lamp labeling, luminaire testing and information program, and state building standards. Several of these take effect in 1995. Federal ballast standards under the national Appliance Energy Conservation Act (NAECA) were already in place and are being updated. Details of the EP Act and NAECA lighting equipment regulations, as well as various building standards, were presented at the Right Light 2 conference. This paper describes the implementation of lighting efficiency regulations in the U.S. from 1993 through early 1995 from both policy and technical perspectives.
