Energy Efficiency Standards for Lighting in The Netherlands. The Development of Mandatory and Voluntary Standards

Visser Technical Management Consulting Engineers bv, Amersfoort, The Netherlands Abstract Amongst others the Netherlands Government seeks to attain its energy saving goals by issuing minimum efficiency standards and encouraging the development of voluntary regulations. The mandatory energy performance standard for newly built commercial buildings puts a limit to the total energy consumption including lighting installations. A proposal for a minimum efficiency standard on fluorescent equipment has been forwarded to the European Commission.v A third approach is to formulate a separate efficiency criterion for the lighting installation with application dependant minimum values. Finally, for domestic luminaires, standard product information and a voluntary labelling scheme have been established. Each of these 4 "tracks" have different technical and market impacts.
