Anthony Heywood Energy Saving Trust Lighting Initiatives Terry Rowbury Energy Saving Trust, 11-12 Buckingham Gate, London SW1E 6LB, UK Abstract This paper presents the practical experience of the Trust in the implementation of four schemes, two domestic, and two non-domestic, providing subsidies for energy efficient lighting in the UK. The translation of the national Carbon saving targets set by the Government for the Trust into practical, successful schemes demands careful attention to detail at all stages. Scheme design criteria have to take into account both the strategic objectives of the Trust, which are to achieve reductions in Carbon emissions, and the operational requirements imposed by the funding mechanisms. The primary source of funding for the schemes has been the Electricity Supply Industry, which has set rigorous cost effectiveness criteria. Scheme evaluation, particularly market research, provides invaluable feed-back for the design of future schemes. The domestic schemes have significantly raised public awareness of energy efficient lighting, and reduced prices have greatly stimulated demand. Although the schemes have exerted downward pressure on retail costs, the Trust has not yet gained sufficient experience to be able to determine strategies for maintaining this pressure. The Trust believes that the results of the schemes fully justify the use of carefully targeted grants/subsidies to achieve energy efficient lighting.
