Abstract

Residential lighting in North America is provided overwhelmingly by incandescent lamps. This is true despite years of electric utility "demand-side management" (DSM) programs which have promoted compact fluorescent lamps (CFLs). In general, traditional DSM programs have been limited in scope, often have head conflicting requirements and objectives and have not used market forces effectively to decrease costs and increase sales.

This paper describes a new CFL DSM initiative currently being implemented in North America has been designed to overcome the shortcomings of earlier DSM programs through:
  • A common program design that can be applied by utilities or other entities
  • The use of direct manufacturer incentives
  • The application of competitive market mechanisms to achieve program goals.
