Low Energy Lighting for Low Income Households

Abstract
This paper presents the market research commissioned by the Energy Saving Trust (EST) following its third energy efficient domestic lighting scheme, funded by the Electricity Supply Industry, targeting low income households in the United Kingdom. The lower income, ?fuel poor?, have a lower take-up of compact fluorescent lamps (CFLs) compared to the ?fuel rich? due to the high initial purchase cost and a lack of knowledge and understanding of the benefits of CFLs. Therefore the EST has addressed the needs of the fuel poor through arranging the installation of free electronic CFLs in the homes of recipients of the Governmentís Home Energy Efficiency Scheme (HEES).

The research evaluates recipients? reactions to, and use of, the CFLs distributed and the results have proven useful in assessing the validity of the initial scheme assessments as well as providing data for use in developing other CFL/luminaire projects. Over 800,000 low income homes have benefited from the three campaigns which have been highly effective in increasing their take-up, and acceptance, of CFLs such that the success of the approach has resulted in the Government incorporating the provision of CFLs into HEES from July 1997.
