Mongolian Power System: Potentials of Demand-Side-Management, Including Strategic Conservation and Efficient Lighting

ABSTRACT
To assess DSM options available to the Central Energy System (CES) in Mongolia, this paper summarizes information gained in the investigation of the power supply and demand-side characteristics. It then evaluates possible solutions to the problems facing CES through demand-side management, including strategic conservation and energy efficient lighting, and gives recommendations for how end use technologies should be selected to achieve the desired changes in the CES?s load shape and what kind energy conservation alternatives and efficient lighting systems should be available for the present and short term. Finally, it gives some examples and practical suggestions about how various DSM alternatives could be implemented.

This paper evaluates a number of possible solutions to the problems facing CES. The only solution that appears technically and financially viable in the near term is a combined program of demand-side management (DSM) and energy efficiency improvement. It is financially and technically attractive, and can be completed in less time, with less money and with more reliability than any other option. The goals of this paper are to
(i) give general familiarity with the electric supply systems of Mongolia and explain the demand-side management and energy conservation necessities;
(ii)outline possible DSM and energy efficient lighting options and programs in CES; and
(iii) grouse feelings about CES needs for DSM and energy efficient lighting and draw upon many lessons about DSM alternatives from participating scientists in the Right Light 4 Conference.
